The Problem

Under EU legislation all member states must take necessary measures to ensure that transactions financed by the European Agricultural Guarantee Fund are not only carried out but are also implemented correctly. For this purpose national authorities are required to operate an Integrated Administration and Control System (IACS) in order to ensure that payments are made correctly and irregularities prevented.

As part of its plans to join the EU, Hungary had to ensure it could comply to the same standards as those expected of other member states. The accession plan that Hungry were following to gain entry into the EU required them to have an IACS system in place.

On the back of the experience that Mallon Technology had gained from the IACS project in Ireland and Finland, Mallon Technology formed part of the consortium that were tasked with the design and build of an IACS system for the Hungarian Ministry of Agriculture.

What We Did

Mallon Technology worked closely with HP as a consultant for the design and build of the Hungarian IACS. Mallon Technology were consulted on the design and specification of the software and also helped with the management of software testing and the EU accreditation process.
